Hmm...You wish to dress like a Jedi? A Mirilian Jedi at that.
Her dress, is a shirt and skirt combination. That is not all that hard to do. Her robes are standard, except that her sleeves are pinned/tacked up.
For the dress and skirt, you could follow the similar outfit her padawan wears, Barriss Offree. The Padawans Guide website should help you with that.

You could try emailing the people at www.MystikMerchant.Com and see if they might be able to help you, they were very helpfull with the cloak I ordered for my Jedi costume.

I have several robes, depending on what costume Im wearing.
If Im wearing something with lots of sleeves, I tend to wear a CLOAK..instead of a robe. No sleeves. On my last costume, I addopted Anakins cloak/robe. His does not have sleeves, but instead, has slits up the side for his arms to come through. That works rather well.
If the costumes Im wearing has no sleeves, I wear a long sleeved Robe.
So, it really depends on what look you are trying to make, overall.

i stumbled onto something helpful yesterday. www.padawansguide.com/luminara.shtmlscroll down a bit and they have lots of reference photos as well as tips on making the costume. good choice.
